Can a 1600 sq ft home be built for $130,000 in Illinois?

My husband and I are thinking about having a house built in about 3 1/2 years. We need to build to get what we need in a house. We live in a rural area in central Illinois where property taxes are low and housing costs are pretty low as well. By that time we will be able to qualify for a loan of a little over $120,000 with around $10,000 saved for a down payment. We aren't going to build anything high end, just something simple with 4 bedrooms, 2 baths and a 2 car attached garage. We would have at least a partial basement that we would finish in the future. It would be a 2 story 1600 sq ft house with nothing really special, except maybe one fireplace. We would probably need to hire someone to build the house itself( done with drywall, roof, electrical, and plumbing done) We could do a lot of the finishing work ourselves such as painting, laying carpet, installing cabinets and bathroom fixtures, etc. Is it possible that we could have this done for around $130,000?
