Please help Chinchillas dying?

My chinchilla is very old hes been moving slower but today he droped down and started twitching now hes on his side breathing harshly... I tried keeping him cool I have a fan on and put an ice pack in a towel and under him (because there was a heat stroke sugegstion) Is he just old or is there something I can do?
