Alarmed, Hared and distressed by actions of a neighbour - please help?

IF everything is in order and there really isn't a problem i would consult a lawyer and sue her and maybe the Enviromental Health services for harment .. In America i would get this before a judge if i could and get it settled and tell her to live until she dies or move..
