Virtual Villagers and Tech?

Okay, I have 15 villagers, and they keep running out of food. However I am keeping it somewhat balanced with the berries and the crops, but now a tough decision and would like some info. Should I buy the 12000 pts worth of Tech so that I can gain pts faster to get the 50000 pts for fish? Or should I wait it out and buy the fish when I get all the pts? At the moment, I only have about 14000 pts...... anyone had something similar?
